Does this sound good? SEO developer guarantees top 3 positions for major keyword or money back.?

I am currently looking for an SEO developer for my website. I recently just hired one based in India (which I found through elance.com), about 8 months ago. He was able to do onpage optimization and create 150 inbound links to my site, along with other SEO works such as article submission, directory submission.
The problem is that the 150 inbound links were mostly PR0, PR1, and sometimes PR2. They were somewhat irrelevant to my niche market.
I started with about a top 10-12 position with my main keyword, and now I am in the top 8-9 position. Not really that impressive in my opinion.
Anyways, Ive been doing research online for SEO developers, and I stumbled upon this site called www(dot)internet(dash)empire(dot)com.
I emailed them for a quotation and the person I am speaking with is very professional and great to speak with. It is a company based in Singapore. You can check their website.
The guarantee he has is that he will guarantee me at the top 3 positions for 5 of my main keywords (I choose the big main keywords I have), or my money-back, full refund. This will be done in 6 months or less, and I will pay him the remaining 50% as the 5 keywords reach the top 3 position.
The price is ,500 USD.
I wanted to ask the opinions here at Warrior Forum before I move forward with this. I believe that ,500 is a little heavy on my end, but if it would mean getting the top 3 positions on Google.com for my top 5 keywords, this would be a wonderful deal.
Thanks in advance for your inputs!

What is one of the best and reasonably priced AGP video cards?

First, thanks for taking the time to assist me
I have an AMD Athlon 64-bit (3200+) ~2GHz and 1GB of RAM. In World of Warcraft, I usually average about 30fps.
I'm not in the market to spend a lot of money, so I was wondering what a good AGP video card would be. I know that PCI-E is the newest and fastest technology, but my computer is about four years old and I don't want to replace the motherboard without upgrading the CPU.
I have an NVidia GeForce FX 5950 Ultra. If there isn't anything that would be a huge or significally better upgrade (since AGP isn't as common anymore), just let me know, as I don't want to spend 0+ for 5 more frames per second.
I'm not really good with what to look for with video cards, nor do I over-clock. If you would like to inform me of what matters the most with a video card, that would also be appricated.
Thanks again for your time,
Derek
Is that true that google has changed it SEO policy?

I've just read an article that Google has made defunct 7 SEO techniques, including:
<<1. Reciprocal linking. Many sites were penalised with a -30 penalty for excessive reciprocal linking.
2. Checking the supplemental Index. It is now harder to check which pages need extra work as the suplimental index has been merged into the normal index.
3. Directory Links. Directories have had Page Rank striped and the links devalued.
4. Paid for links / Sponsored Links. Google has heavily penalised the Page Rank of many sites selling links.
5. Sponsored blog post. Google has penalised people generating money from sponsored blog posts
6. Dominating the SERPs with sub domains. Google has made it harder to dominate the SERPs with multiple Sub Domains.>>
Do you think that it is true?

I've gotten no information regarding end-user benefits as far as generating revenue from adwords is concerned. It seems like, only Google is profiting. I'd like to know, How ''I'' end up making the money using Adwords. A succinct answer is preferable. Thank You
How can Yahoo Search Marketing compete with Google Adwords in PPC Advertising, effectively?…?

What are the reasons why Yahoo, despite its initial headstart (Go2.com, Overture, etc.) over Google in PPC advertising, is not anywhere close to Google Adwords in either market share for itself, or gain 'win-win relationship image' in terms of customer perception?
Can Yahoo do anything to bridge the gap, and even overtake Google in PPC advertising? How?
This is just to clarify based on the first response below. I'm not sure if it is purely a matter of personal preference.
Advertising is a business market, where only results would count, unlike consumer markets. When it comes to money making, the market is very efficient and ruthless.
Besides, advertisers don't have to choose one of them over the other, as they could use both, if both would produce results for them.
Are there specific features and benefits of Google's over Yahoo's that advertisers prefer? For example, Bid policies, minimum bid rates, conversions to sales, terms of use, etc.?

Is it worth competing with You Tube?

Hi,
I live in Sweden and been sticking around trying all different ways of making a good income online.
Although my biggest interest has been offering a dating agency.
So I tried and I tried, now I have two sites, both with a very few number of members.
Today I found a really great You Tube clone ( I am not talking about the scripts
)
And was wondering if I should sell all my current dating sites for a nice price and start working with a video sharing site.
I was thinking like focusing on a specific niche, like video sharing for ehm let’s say dog lovers, or cat lovers, etc etc.
Can anyone tell me wha the chances would be for a company like that going on profit?
So to conclude,
start local (Sweden, then Scandinavia the Europe, and so on to USA and Canada).
I don’t really know how to measure the market and anallize the possibilites so I was wondering if someone can help me with this.
Simply said, is it worth to try. I have the courage to invest money
Thank you so much
