Where’s the best place to put keywords in a web site?

I'm creating a Web Site and have been researching ways to improve traffic. I already know what key words will work well. (I'm kind of new at this, but I am learning.)
My question: Where's the best place to put them? Should they be in the title? Should they be in the meta tags? Should they be in the document text? How about the underlined links?
Also, should I repeat the keywords many times or won't that get me any more hits.

Whats the best PCI video card on the market.. (Not PCI-E)?

Hi, So I almost just bought a 8800 Geforce video card and then realized my comp doesn't have a PCI-E slot and that it only has PCI slots…So I was wondering what are some of the best video cards out there that are PCI compatible.. I was hoping to run games like World In Conflict.

I am currently looking for an SEO developer for my website. I recently just hired one based in India (which I found through elance.com), about 8 months ago. He was able to do onpage optimization and create 150 inbound links to my site, along with other SEO works such as article submission, directory submission.

I'm not a gamer, I'm just in the market of a new laptop. I use if for work and play – Work = Designing stuff for print and keeping my website up and running, and Play = Web Surfing. Do I need to worry about a high end video card? It seems like I don't and that might make the price of a good laptop a little less. Thanks in advance.

I have a business blog section on my website. It's basically an area of the website I can regularly update so that the content on my website is fresh. This is supposed to be good for my website in terms of search engines crawlers (apparently they'll return more often).
But would I benefit more if I also have a blog in a proper blogging environment such as Blogger, Wordpress etc. with links to various related pages in my website. I guess the upside would be that I would have relevent inbound links but the downside would be that I wouldn't have the blog on my own site which means no regularly updated content.
Unless I run the blogs simultaneaously, but would that be seen as some sort of Black Hat technique due to the content being duplicated on an external blog which is linking back?
HELP!

Having both blog on my website and on an external system is an option I'm open to, although I feared that I may be marked as a black hat by Search Engines.
If not then I may as well go for that.
Adding An After-Market Video Card To Dell Laptop…How?

I own a Dell Inspiron 9400 laptop with integrated graphics. I would LOVE to add an after-market video card to it but I'm really not sure how or if it's even possible. I want to avoid, at all costs, going through Dell themselves to accomplish this feat.
Is this possible and if so, how? It's running WinXP with a P4 Dual Core Processor.

So I got this cool idea for selling products to a niche market. However, I don't know the first thing about website design, HTML, domain names, blah, blah, blah… and I don't want to pay a web-designer. I want to do this cheap, not necessarily free, but cheap. What is the best site to help me build my page, that will get me into the big 3 (search engines) and get me noticed, so I can sell, sell, sell? I am learning to do SEO and many of the available literatures are confusing and sometimes conflicting – I have several practical questions and I would be obliged if someone can provide expert answers. Lots of thanks in advance.
1. Can I put a keyphrase like "e-business advantage" in the keyword tag when "e-business" and "advantage" are the words to be found in the content and not the "e-business advantage" phrase?
2. When "custom website design" is already defined as a keyphrase do I need to put keyphrases like "website design" or "custom website" or they are superfluous and not required?
3. Does "Bangalore Java Jobs" and "Java Jobs Bangalore" are same in terms of search?
4. The content has several occurences of "e-business consulting", "e-business solutions", "e-business strategies" and "e-business applications" – what would be an optimum keyword list?
5. The content has "pay-for-placement" so what should be my keyword? "pay for placement" or "pay-for-placement" ?
